Housing vision
Mission-driven
Phase 3 preserves and repurposes two existing houses through relocation and rehabilitation for mission-driven housing. The executive summary identifies a current planning capacity of 13 rooms, with Literacy to Legacy as the proposed nonprofit partner.
The housing vision prioritizes people facing housing instability, including young adults transitioning out of foster care, with potential programming for veterans and other vulnerable residents. Final resident populations, capacity and service commitments will be established with qualified partners.
THE PROPOSED PROGRAM
What this phase brings together.
01
Preserve and relocate
Assess the two existing dwellings, confirm suitable receiving sites and determine the physical, legal and permitting requirements for relocation and rehabilitation.
02
Housing with support
Potential services include life-skills support, employment connections and referrals to community resources. The resident profile and services must align with qualified operating partners.
03
A sustainable nonprofit model
Literacy to Legacy is the proposed nonprofit partner. Ownership, operations, resident services and funding responsibilities remain to be finalized within a sustainable operating budget.

PROJECT CONTEXT
Pax Haven housing is Phase 3 in the current Signature program; the food hall, community and business center is Phase 4. The two-house illustration is a planning diagram and does not depict confirmed house designs or receiving sites.
Each phase has a separate budget, capital structure, ownership and operating responsibilities within the coordinated plan. Phase numbering describes the program rather than a fixed delivery sequence; implementation may overlap.
